Electronic Cash Ledger (ECL) is a virtual wallet account created by the Indian Customs and Central Excise Department. It acts as a mode of payment for paying custom duties online. The ECL wallet facility is accessible only post-login to the ICEGATE website. The user needs to be a registered Importer Exporter Code (IEC) holder to use the ECL functionality. The wallet can be activated by IEC holders, Customs House Agents (CHA), Courier Partners, and Unaccompanied Baggage declaration users. The activation of the wallet is done by the user by following some simple steps mentioned below.

Steps to Create and Activate Electronic Cash Ledger Account:
Go to www.icegate.gov.in and click on the old website.
On clicking on the old website, you will be directed to old.icegate.gov.in. Scroll down the page.
Click on the 'User Login/SignUp' box under 'Our Services' on the homepage.
Fill in the login details and click on Submit.
Once login is successful, you will be directed to the 'Welcome to ICEGATE' page.
Click on the 'Financial Services' option, and the 'Electronic Cash Ledger' option will be available.
Click on the 'Electronic Cash Ledger' option, and you will be navigated to the ECL dashboard where the 'Activate Cash Ledger' button will be available on the screen.
Click on the 'Activate Cash Ledger Account' button. An OTP will be sent to your registered email ID and mobile number for verification.
Enter the OTP and click on the 'Validate OTP' button.
If the OTP is verified successfully, your ECL account will be activated.
Steps to Top-up Electronic Cash Ledger Account:
Go to www.icegate.gov.in and click on the old website.
On clicking on the old website, you will be directed to old.icegate.gov.in. Scroll down the page.
Click on the 'User Login/SignUp' box under 'Our Services.'
Fill in the login details and click on Submit.
Once login is successful, you will be directed to the 'Welcome to ICEGATE' page.
Click on the 'Financial Services' option, and the 'Electronic Cash Ledger' option will be available.
Click on the 'Electronic Cash Ledger' option, and you will be navigated to the ECL dashboard.
Click on 'Top-up Cash Ledger' and fill in the top-up details. Click on the 'Submit and Proceed to Payment' button to generate the top-up challan.
You will be directed to the list of unpaid challans, where you can select the challans from the list.
After selecting the challans, click on 'Pay Now.'
You will be directed to the payment option where NEFT, RTGS, and Netbanking modes of payment will be available. Select any mode of payment. By default, NEFT mode of payment is selected.
If you select NEFT/RTGS as the mode of payment, an option to generate the mandate form will be available.
Click on 'Generate Mandate Form,' and a Mandate Form with all the details will be generated. You can make the payment through Internet Banking or Over the Counter (OTC) by taking the print of the Mandate form. Once the transaction is successful, you can check the ECL balance on the dashboard. However, it will take around 30 to 60 minutes to reflect
Challans Payment through Electronic Cash Ledger
To make a payment through Electronic Cash Ledger, the following steps need to be followed:
User will go to www.icegate.gov.in and click on old website.
On clicking on old website user will be directed to old.icegate.gov.in and scroll down on the page.
User will click on ‘User Login/SignUp’ box under ‘Our Services’.
User will fill the login details and click on Submit.
Once login is successful, user will be directed to ‘Welcome to ICEGATE’ page.
After clicking on Financial Services, Electronic Cash Ledger option will be available as displayed below.
User will be directed to E-Cash Ledger dashboard.
User will click on ‘Pay Duty’ option, and select ‘Challan Payment’.
User will fill the required details like IEC code, Challan Number, amount etc. as displayed below and click on ‘Validate Challan Details’.
After clicking on ‘Validate Challan Details’ button, the details will be displayed on screen.
User can then click on ‘Proceed to Pay’ button to complete the payment process.
On the payment confirmation screen, user can select the Electronic Cash Ledger as the mode of payment and click on ‘Make Payment’ button to complete the payment.
Once the payment is successfully completed, user will receive the payment receipt and the updated balance in the Electronic Cash Ledger account will be reflected on the dashboard.
